Does growth of facial hair indicate the end of puberty?

Does extensive growth of facial hair mean that the physical development(height, shoulders, muscles etc.) is over in males?Does growth of facial hair indicate the end of puberty?

No. I started needing to shave at 13, but puberty was not over until probably 16 or so. Other guys start later, end later, but seems like it depends on heritage--dark haired caucasians seem to start earlier than blond haired caucasians for some reason, based on my own observations. I had a brother in law who didn't really start puberty until about 16, and had no facial hair until about 20.
Actually, it can also be a start. My nephew started growing facial hair at 12....and grew until the end of age 16 years....My sister had to let him start shaving a little at 13 years old.
puberty happens in a different order for each person so facial hair may be the first sign or near the end. Most often, chest and back hair are the finale though.
